NDIS Quarterly Report Q2 2025-26 - Home & Living Analysis

The NDIS Quarterly Report for Q2 2025-26 was released to the public on the 19th of February.

 In this quarter, we have seen that the number of new home and living applications remains stable, whilst the number of applications closed increased by about 7%. In the last three months, the NDIS received 7,914 new applications and closed 8,895 applications.  

 Home and Living Timeframes

The Participant Services Guarantee (PSG) was introduced in 2022 and set clear timeframes for key NDIS processes. It is intended to provide participants and those interacting with the NDIS with clear timeframes for decision-making.

The PSG states that the NDIS has:

  •  21 days to decide whether to undertake a participant initiated plan reassessment after a request is received. In the last quarter, this target was met 31% of the time, which is improved compared to the results of the previous quarter.
  • 28 days to complete the assessment they decided they were going to do. In the last quarter, this target was met 83% of the time which is similar in comparison to the previous quarter.
  • 60 days to complete an internal review of a reviewable decision after a request is received. In the last quarter, this was achieved 44% of the time, which has decreased compared to the previous quarter.

There continues to be a high number of NDIS participants who are seeking a reassessment of their NDIS plans, which the NDIS reports is being tackled by increased allocation of staff to undertake these reviews. 

Internal Reviews 

 This quarter, about 70% of all the internal reviews submitted did not result in the NDIS changing their decision. There is a noted comment on the report that when an internal review does result in a decision being changed, this is usually because new evidence has been submitted.

Practically, this means that if you are considering an internal review, it’s a great idea to get specific direction from the NDIS about what evidence they believe is missing from your initial application and provide this for consideration. This can be done by: 

  • Contacting the planner requesting further information inline with the NDIS Act, Section 100.
  • Submitting a Participant Information Access request: The NDIS states that they have recently had a large influx in the number of PIA requests being received, meaning that the processing time for these requests is now up to 60 days. Practically, this means that you would have very limited time to gather new information using this method for a Review of a Reviewable decision. The NDIS states that they are working to decrease the time for this process. 
  • A Freedom of Information request: The NDIS has 14 days to acknowledge your request. For simple requests, this process should take 30 days.
