NDIS Quarterly Report: Home and Living Timeframe Updates

The NDIS Quarterly Report for Q3 2024-25 was released to the public in late May 2025.

In this quarter (and really, over the last 12 months) we have seen that the numbers of new Home and Living applications submitted and closed have remained stable. In the last three months, the NDIS received 6,965 new applications and closed 6,823 applications.  

Home and Living Timeframes

The Participant Services Guarantee (PSG) was introduced in 2022 and set clear timeframes for key NDIS processes. It is intended to give participants and people interacting with the NDIS clear timeframes for decision making.

The PSG states that the NDIS has:

  • 21 days to decide whether to undertake a participant initiated plan reassessment after a request is received. In the March quarter, this target was met 22% of the time, which is similar to the results of the previous quarter.
  • 28 days to complete the assessment they decided they were going to do. In the March quarter, this target was me 86% of the time which was a decrease in comparison to the previous quarter (90%). 
  • 60 days to complete an internal review of a reviewable decision after a request is received. In the March quarter, this was achieved 49% of the time, which represented a significant decrease from the result of the previous quarter (66%). The NDIS has identified this as a key focus area for improving performance.

Internal Reviews and the Administrative Review Tribunal (ART)

This quarter, about 80% of all the internal reviews submitted did not result in the NDIS changing their decision. This number has steadily increased over the last 12 months from 64% in June 2024. There is a noted comment on the report that when an internal review does result in a decision being changed, this is usually because new evidence has been submitted.

Practically, this means that if you are considering an internal review, it’s a great idea to get specific direction from the NDIS about what evidence they believe is missing from your initial application and provide this for consideration.

The number of new cases going before the Administrative Review Tribunal (ART) has been reasonably stable over the last 9 months.

In the last quarter, a breakdown of the closed ART cases demonstrated that 69% of cases were resolved by agreement, 27% were withdrawn by the applicant or dismissed by the ART and 3% received a decision via a hearing.

A review of the ART’s caseload report shows that for cases about NDIS plans between 14 October 2024 and 31 March 2025, the ART process resulted in decisions being changed 73% of the time. This shows that whilst most internal reviews are unsuccessful, the majority of ART outcomes are partly or completely successful for the NDIS participant.

The median timeframes for finalisation of these decisions was 23 weeks, with 82% of cases being resolved within 12 months.
